Correct. The fail is in the design/location and inconvenience of the toilet paper.
I think that its about need to stand up and get the paper. Dispenser is installed too high so for many it might be impossible to reach it sitting on a toilet after the job is done

This is a fail because of it’s location. If you just took a massive wet dump, would you want to stand to get tissue almost near the cieling? No. You would want it next to you, so you can get it clean ASAP. Not stand up, and squish it all between your cheeks. Silly boy.
If this is not a fail to you. I dare you to install your toilet holder over your toilet at slightly higher than eye level. Do this for an entire week. Then come back to this very thread, and tell us your findings.
