Really not an uncommon sight in east-asian countries. This is not a fail at all, just a cultural difference. Americans are so closed minded and un-excepting of foreign ideas…
You assume it was an American who took the picture. Could have been a fellow country-man, who was just trying to bring about animal abuse issues out in the open (among other possibilities.)
This may be partially true but… an animal that’s uncomfortable in Vietnam, won’t magically be comfortable in the states and vice versa.

Given that the country income is about idk for a family is about 32-50 dollars a month, I willing to bet this is the best way to get those pigs around, esp. since bikes are the favorite mode of travel there. Step down and pick a better battle. This pic makes me want ribs btw. hmmmmmm ribs.
