That is a guy. I live in Hutchinson Kansas (where the picture is taken) and he is pretty famous here. His name is Steve and everyone here knows him. Every nice day you can usually see him riding down the street on his bike. It’s acutally a sad story, when he was in high school he did acid and it f’d his brain up real bad.
