Well i am an expert in this subject and it looks to me they wanted to drive over the ice,most likey a river or lake.They put down trees and logs first and then tryed to push dirt over the top thinking it would be more stable that way.But wrong it just added to more weight there for bracking it.Driver was inexperienced and another thing nerver stop on the ice with a machine.
