No it’s not fake , because the lock is not so tight to the wheel that you can’t get to the nuts . I had take down 2 time the same type of locks from my car using the same technique .
If you look at the license plate you can tell that this pic wasn’t taken in the U.S,, and that boot looks very different from ours, so its probably some old boot we created here in the states, that was proven faulty so we gave to another country as an April Fools joke lol

so … no dude… i put the car jack between the prongs of the boot, pried it open enough to remove the lug nuts, and got it off … i did this 12 years ago… what i DIDN’T think of, though, is that those things have tracking numbers, linked to your license plate, when you’re booted… a detective came to my house to arrest me, only i wasn’t home … i managed to bring it back, and i was forced to come in and “explain myself” … the head of parking was like “frankly, we just wanna know HOW you did it!” … good story, no jail… but that was when people were a little more “lenient”
i had a friend do this in charleston sc. he simply deflated the tire then removed the tire and the boot. when he went to return the boot to the cops they arrested him. he pointed out to the judge that it didnt say it was illegal to remove the boot only that removing the boot would damage the car. judge threw out the case against him and the cops changed the wording to make it illegal to remove the boot. they tried to get him for damaging govt property and theft lol.
Maybe he knows what tire they put the boot on last time when he parked there, so he took the lug nuts off that tire and put lug nut covers over the treads. Maybe Bucharest doesn’t have the same kind of boot the U.S. does. Either way if it’s real, it’s slick.

“WELD” it off? He has a full size spare tire so he most likely just left the tire there.

also they have a guard on boots that blocks you from getting to the lugnuts so i don’t see how he got it off
