It’s a BMW. You can see the logo on the middle of the steering wheel. And it is an automatic, his hands are always on the wheel even when you can hear the car shifting.
As someone pointed out earlier, that is almost undoubtedly Phoenix, AZ. The saguaro cacti along the road are native only to AZ, and the radio towers atop the mountain indicate that this is likely on South Mountain very near Phoenix.

That’s always astounded me here in the UhSA… I would rather kids be able to drink at 18 and drive at 21 than drive 5 years before they can drink… Hell, we can go to war at 18, but not drink? Things just don’t make sense around here…
