     Indeed. Obviously what happened here is that corner of the vehicle was damaged and they got it replaced with a part from a junkyard and since they paint was all faded anyway, they invited their kid(s) to decorate it. Possibly with the intention of getting it repainted normally later.

     Not a fail at all.
