  1. That has nothing to do with neighbours synchronising their lights. It’s an office building and the synchronised lights are part of an (already decade-old) art project called “blinkenlights” which started in Berlin. You can find buildings that take part in that project in a lot of major cities around Europe these days. I’ve seen such a building in Paris (the installation there is highly elaborate) as well as original one Berlin (not as elaborate but the first of its kind. It’s directly in the city centre, so it’s pretty hard to miss). The one in the picture is neither of the aforementioned though. The lights are synchronised via a computer programme and sometimes they’re even used to play small animations.
